The straight answer is that the culprit may be anything from a faulty thermostat to damaged elements, and even limescale build-up.

Remove the lid that protects the upper heating element of your unit.
Carefully remove the plastic safety cap and try not to touch any wires and other electrical fixtures.
Turn the power on and test the immersion heater.
